Headquarters is headed by a Deputy Comptroller and includes the following units:

Human Resource
Provides support for dealing with general human resource matters, including reviewing and developing relevant policies and procedures and providing advice in relation to employee performance.

Strategic/Legal

• Monitor and report on the operational functions of IRD
• Provide recommendations for improvement in the Division’s operations
• Develop operating guidelines, policies and manuals to guide the functions of the Division
• FATCA 

Information Technology (I.T.)
Provides support for the functions of the Division.

Cash
Collects and accounts for taxes and licences.

Operations is headed by a Deputy Comptroller and includes the following Units:

• Taxpayer Services and Registration 
• Large and Medium Taxpayer Unit (LMTU) 
• Small and Medium Tax Payer Unit (SMTU) 

Operations also include the Mail and File Room which receives and records taxpayers’ information and maintains IRD’s filing system.

Valuation is headed by a Valuation Officer. Its main functions include the following:

• Identify and value properties (land and buildings)
• Assess Property Transfer Tax
• Issue Property Tax clearance certificates
• Maintain Property Tax register and Valuation lists
• Investigate objections and answer queries
• Drafting of cadastral maps

Provides service to taxpayers with gross receipts below $300,000.00.

This unit is equipped with the following sections to deal with matters specific to Small and Micro Taxpayers;

Provides service to taxpayers with gross receipts over $300,000.00.

This unit is equipped with the following sections to deal with matters specific to Large and Medium Taxpayers;

• Audit and Collections; 
• Compliance and Enforcement.

This Unit deals with

• Taxpayers' questions and queries; 
• Registration and updates registration information.
